Currently we delegate the generation of an Adobe ID if we're not able to generate one ourselves. If we deploy with this system, then we'll start creating new Adobe IDs for people who already have one over on the delegate side.

It's more reliable to check the delegate first and then create our own Adobe ID if necessary.
