Stop delegating Adobe ID generation to circulation manager

      Adobe device activations are now being routed through libraryregistry.librarysimplified.org. About three weeks ago, I migrated about 100k existing Adobe IDs to that server.

      The way the server works is that if an ID is already known (i.e. it's one of the 100k), the registry looks it up and returns it. If an ID is not already known (it's a patron who started using SimplyE after the migration), the registry delegates to the old Adobe auth URL at circulation.librarysimplified.org, and the circulation manager creates or looks up the Adobe ID.

      I designed the system this way so that we didn't have to simultaneously test the URL changeover and the migration of existing Adobe IDs to a new server. Now that the URL changeover has happened, it's time to migrate the IDs and tell the registry to stop delegating to circulation.librarysimplified.org.

      This is an operational task that does not require any new code, only data migration, a configuration change, and testing.

      The procedure is as follows:

      1. Migrate all Adobe IDs created in the past three weeks from circulation to libraryregistry.
      2. Change the libraryregistry configuration to stop delegating to circulation.
      3. Migrate any Adobe IDs created on circulation in the (very short) time period between 1 and 2.
      4. Test with an existing barcode and a brand new barcode. Verify that the new barcode has an Adobe ID created on libraryregistry and nothing created on circulation.
