Goal
Improve the administration and on-boarding of libraries into SimplyE via the Library Registry.

In order to simplify NYPL a support and administration of libraries becoming available within SimplyE, as well as ensuring compliance of NYPL terms regarding DCMA Safe Harbor Provisions, some modifications to the library Registry and Circulation Manager are needed to provide System Administrators and Library staff a means of configuring and communicating the required information and validating it.
