One of the ways we measure adoption of SimplyE is by counting the number of branch libraries run by public libraries participating in the system. We've found this to be a middle ground between measuring the size of the service population (which would privilege big cities over small towns) and measuring the number of participating library systems (which would do the opposite).
The IMLS performs an annual Public Libraries Survey which gathers number-of-branch information for libraries in the United States, along with other information such as the size of the service population and the quantity of ebook holdings.

Every library in the survey has an ID. For example, NYPL's PLS ID appears to be NY0778. If we knew the PLS ID of every participating library, we'd be in a good position to automatically keep track of things like "number of covered branches".
We can make a guess at an incoming library's PLS ID based on its name, and fill in the gaps manually. Then we can gather metric data from the PLS dataset and aggregate it into a report. For libraries outside the US, like Ottawa, we can gather the information directly.
