Eventually libraries will be responsible for specifying their own service areas, but for the time being we need to do this ourselves. This means making a spreadsheet of all the libraries, figuring out the towns/counties/ZIP codes/whatever they serve, and creating the corresponding ServiceArea objects in the database.

This also means improving the server code that that this data doesn't get wiped out when a library re-registers itself.
