Buffering not announced when appears, ex for 15 sec.

Focus should stay on the selected component, but “Buffering” should be announced to TalkBack user.

Whenever buffering appears on the player screen, we would expect that information to be conveyed accessibly to user of a screen reader. We would not expect focus to move (as could be disorienting and would interrupt flow)

In Mark's investigations, he found that there is no accessibility api support for announcements of these kinds/state changes in Android. Without forcing a focus move (which we can't/don't want to do), this seems to be a limitation of Android and out of our control.
