The client can:

Only perform the network fetch if there are current holds (or loans) already in the local cache.

Could also wait X amount of days before performing a fetch even if no holds (or loans) are currently cached.

This would reduce the load against the `loans` endpoint. Whether it's enough of a lift to justify it can be discussed and observed if the feature goes at with a regular interval to start.
