Circulation manager authentication documents commonly contain invalid focus areas

      1. If you use a ZIP code as your coverage area, the focus area that gets put into the authentication document is invalid, and registration with the library registry can't proceed. The place name looks like {"93203": "Arvin, CA"}, when it should be either "93203" or "Arvin, CA".

      Ideally: the user has entered a ZIP code (and had more details via the hover), and then is able to register with this info for the library. The Admin UI should show back the ZIP code and associated information (same than what was in the hover).

       

      2. We also saw a problem when there is no coverage area and the focus area is {"CA": [], "US": []}. This is a valid coverage area (although it's a long-winded way of saying "nowhere"), so the problem here may be on the library registry side

      => treat this case separately if needed
