When a request comes in for /libraries or /libraries/qa, the library registry should use the existing geolocation code to locate those libraries within a certain distance of the originating requests' coordinates. These libraries should be promoted to the top of the feed, in increasing order of distance from the originating request. All other libraries in the system should be presented in alphabetical order below the 'nearby' libraries.
