This is the first step in the new flow for creating juvenile-only cards.

When signed-in, show a button in the NYPL account screen (and ONLY for NYPL) to add a dependent card. Tapping on the button will issue an api call to a new eligibility endpoint that takes the patron's barcode as input and returns whether or not that account can create a dependent account, with 3 possible outcomes:

• No, patron's already at the limit (3) of dependent accounts
• No, patron has the wrong p-type
• Yes, go ahead!

For the "No" cases, show an alert with the appropriate error message (copy TBD).

For "Yes" case direct user to landing page with legal attestation and EULA (see SIMPLY-2722)
