My work on Overdrive audiobooks loosened the restrictions on which formats need to be locked in before fulfillment, changing it so that only formats available through Adobe ACS needed to be locked in. This is incorrect; all downloadable formats need to be locked in before use.

The result is that Overdrive titles available with no DRM can't be fulfilled through the circulation manager.

Fortunately, fixing this is a simple matter of adding the affected formats back to a list.
