The terms of use for a random library patron's use of the library registry are different from the terms of use of a library representative who's registering a library with the registry.

The library registry needs a way of serving this terms of use so that the circulation manager can require a library representative to agree to it. This technique must not interfere with the possibility of giving a different terms of use to general usage of the library registry.
