Currently it's up to the code that calls LicensePool.calculate_work whether a work should be calculated when there is no author. The even_if_no_author argument controls this, and the default is false.

This should be changed. There are many cases where a legitimate work comes from a distributor with no author information, and no cases where we want to hold off on letting people borrow a book until we find out who the author is (information which may never be forthcoming).

even_if_no_author should be removed and Works should always be created when there is no author. Any LicensePools that didn't get their Works before this change was made should have calculate_work() called on them during a migration.
