Alternative system recommendation:
Any privileged user on behalf of NYPL or partners could make Q&A categories and add questions and answers to said categories in the circulation-web interface.
Edited to remove described design. We expect we'll end up doing this as a web application to allow for varying NYPL user access (dev team, product, patron support team)
App can have a hard-coded default value but new libraries can add their own
Circ Mgr currently has patron support URL - need to do user research.
