As a developer,
I want to be able to use an easy-to-configure "pretend" Web Catalog when not in a production environment, so I don't have to configure a whole environment and things don't break (the Web catalog and Circulation Admin need to think they can communicate) while developing and testing.
Acceptance criteria:
- I can set something that is not a url as "URL for web catalog" that would be interpreted as "any web client is allowed" , that would act like a pretend catalog
- there is validation and this "wild card" feature is not available when in a production environment (because the specific url should be specified).
- if/when required, there is still a validation of input, to check that what I entered is a valid url
Suggested implementation: - allow to use "*" to mean that that any web client url should be allowed
