The info panel header is supposed to get darker, not lighter, on hover; as it is, there isn't enough contrast with the text to meet accessibility standards. (Probably due to default bootstrap styling overriding our custom styling.)

The problem is currently visible in the circ-web admin interface, but the relevant code lives in (and needs to be changed in) the reusable components repo.
