If you're careful and somewhat sneaky, it's possible to get all the way to the accounts list in the Settings view without the accounts registry having yet been populated. This is harmless, because the registry will be populated almost as soon as you get there, but it does mean that it's possible to see an odd-looking empty "choose a library" dialog if you open it quickly enough.

The dialog should display something better if the library list isn't ready, and it should react properly to the registry suddenly becoming populated (which will typically happen within 1-2 seconds).
