There should not be a significant gap between the time a library learns about a new title through the Axis 360 API, and the time the library gets a cover image from the metadata wrangler. But the covers are in fact not showing up for some (all?) libraries. So there's some kind of problem with the metadata wrangler integration.

Here are the types of problem I can imagine:

1. One or all circulation managers aren't telling the metadata wrangler about new books.
2. The metadata wrangler isn't doing the work to process the cover images.
3. Once the work is done, the updates aren't getting back from the metadata wrangler to one or all circulation managers.

I've done some initial investigation into each possibility and I don't see anything obvious.

n.b. I'm using "cover image for book x" as a shorthand for "metadata wrangler has completed its work on book x". This is because the cover image is the most obvious part of that work and the part that looks bad if it's missing.
