The Circulation Events section in the system-wide Dashboard page has the ability to download a csv report file. That report form currently only has a Date argument.

This needs to be updated to take a date range and to select the type of circulation events, either "all events" or "events by location". Since events will also be associated with a library, this UI should also move to each library's Dashboard page to be able to download events by that library.

Should also have filters, such as by locations (currently thinking of an input users can use to add a comma-separated list of locations).
