A circulation manager with the Enki collection can bring down the metadata wrangler unless the fix to https://jira.nypl.org/browse/SIMPLY-2266 is installed. In point of fact, it looks like these collections haven't been upgraded yet, and it's hurting the rest of the system.

It should be possible to flag a collection in the metadata wrangler such that the app server will refuse to service a flagged collection. We can flag the Enki collections and unflag it once all the Enki circulation manager have been upgraded.

This shouldn't affect the quality of the Enki collection's metadata, since the reason this problem happens in the first place is that items stopped being added to the Enki collection in 2017.
