SIMPLY-2627 lists a bunch of resources that should serve Cache-Control headers. SIMPLY-2632 is a task for determining the right values for these headers.

This story covers actually making those changes on the server side, so that appropriate Cache-Control headers are always sent out.

This may require some refactoring, since we have a lot of code that sends out strings and assumes that's all you need to create an HTTP response.
