This epic is about preparing the patron web catalog for production use. It will be the main epic for the work Monica and I will be doing on circulation-patron-web and associated repositories. The main goals are

1. Replace the build system and server-rendering framework with Next.js (2683)
2. Refactor data fetching to make the app truly server-rendered or statically rendered at build time (2682)
3. Redesign the app with NYPL design system (2760)
4. Add themeing functionality and connecting those settings to the circulation-manager (2760)
5. Create a strategy to easily manage hundreds of libraries either with a single instance via /library routes or multiple instances.
6. Add OAuth back and also add SAML Auth (2761)
7. Add analytics and bug tracking (2687)
8. Re-examine the relationship between opds-web-client, circulation-web and circulation-patron-web to allow all use cases to be fulfilled with the simplest possible set of repositories. (2762)
