      This is a new component, which should be kept in a separate repo which starts out private.

      circulation-patron-web should initialize the new component when the patron expresses a wish to read a book protected by the AxisNow access control system. webpub-viewer should use the initialized component to transparently decrypt resources immediately before displaying them.

      The encryption keys should be kept in private internal storage (I don't remember the technical term for this.)

      Resources should be cached locally – we want to download the entire book for offline reading – but in encrypted form.
