[UX] Rethink library discovery in SimplyE

      The current methodology of library discovery in the SimplyE Mobile apps is neither patron-friendly nor library-friendly. The iOS version keeps NYPL and Brooklyn at the top of a text-based list and the rest of the libraries are listed alphabetically, so a patron not in NYS has to scroll to find their library. The Android version was intended to detect where a patron is and put the libraries within 150 miles at the top of the list, but if the patron is further away they have the same alpha list they must scroll through.

      Earlier in the year we intended on including a search bar to allow patrons to enter their library name. We still want to implement that but would like some UX attention to placement and other discovery possibilities as well. I have passed along my audit of the Libby onboarding process with my commentary as a reference.

      Note: The UX for this should accommodate the fact that SimplyE national coverage is dense in some states, doesn't have coverage in others, and also contains 3 national libraries.
