Currently we have some code for using cairosvg to convert SVG cover images to PNG. This no longer works reliably and we can't expect it to be fixed because cairosvg no longer supports Python 2. It's also no longer necessary, because we convinced Standard Ebooks to offer PNG cover images.

To avoid any possibility of putting up bad cover images in the future, we should remove the conversion code and the cairosvg dependency.
