The underlying problem:

On Open eBooks 1.1.2 Android, this error was reported as the generic "The download could not be completed" message. My options were "retry" and "dismiss". There was no indicator of what the problem actually was and no way of finding details.

It's true that knowing what the problem is doesn't give you the tools necessary to solve it, but that's not a reason for being vague about the issue–at least you can report a specific error to someone else.
