Focus area name lookup reports county names without "County", creating ambiguity

      When county libraries are submitted to the library registry and the correct county name is added in the focus area, the word "County" is removed from the display. This can be a problem when there are city names that are the same as the shortened county. In the case where a city name is in the same county, it's not too problematic, but in the case of Twin Lakes Library System in Georgia, the county name is Baldwin, which is in the center of the state, and the city of Baldwin GA is north of Atlanta, nearly half the state away. When we implement the Finder, including "County" in the focus name is important to prevent misunderstandings when patrons aren't sure which library is theirs.

      Requirements:

      Ensure the library list sent to the SimplyE clients include counties correctly labeled as counties (As a hoster I want to be sure my county libraries' patrons know that the library serves the entire county, not just a city or ZIP code, so that they can correctly add their library to SImplyE)

      Verify the location used when performing the search algorithm is not the city but the county as added (As a library I want SimplyE to correctly identify my library location so that when Finder is implemented I don't have to change my library's registration)

      Hopefully implement the fix in such a way that hosters don't have to resubmit their library (As a hoster I do not want to have to resubmit my library to fix a county-to-city change)

      Acceptance criteria:

      When fixed, we should be able to go into the library registry and see that Twin Lakes Library System shows "Baldwin County" in the focus area.
