Per discussion in the Library Finder technical approach document (https://docs.google.com/document/d/1PUf8N7nWuc7h-M5izdcpq5QH35rqd41fyUIXrySpiYk/edit), if the end-user declines to provide us with their location, we will not guess at their location. This means we can remove the (rather inaccurate) IP geolocation code.

Since IP geolocation is the foundation of our existing attempt to mitigate the need to scroll through a huge list of libraries, this needs to be done after the Library Finder feature is complete and deployed on both mobile platforms.
