Create a consolidated Docker env for local development

      Currently both the circ manager and registry are 'dockerized,' in the sense that they can be run in containers. However no solution exists for getting those containers talking to each other on a local development machine.

      Proposed solution is to create a single docker compose file capable of building / starting both kinds of images alongside a shared database container. That would put registry and circ manager on the same virtual network and give them host/service names to for request routing.

      This is a solution worth having because it makes work easier for folks doing integration tests and front end dev.
