In order to run the Library Registry locally, outside of Docker, we need to re-add the static file routes in app.py. I've discussed this with Edwin and Nick, and per their recommendation, plan to add them back alongside in-line comments about why they're there, so as not to confuse anyone in future. I will also be adding similar comments to the docker/nginx.conf file here for extra clarity.
