Tests in the Library Registry can be difficult to add to or edit, because they often rely on shared database artifacts. It also means they can be difficult to run in isolation, because some of them have been created to rely on counts or objects that only exist if other tests run first.

This work is to refactor the tests to not leave database artifacts, and maintain isolation / atomicity via pytest fixtures.
