Create administrative interface for the circulation manager

      This interface would mostly be used by librarians. Features:

      • Display collection as shown to mobile users (possibly just an HTML transformation of the OPDS feeds).
      • Create custom lists, put books in the lists, and associate the lists with different points in the collections
      • Remediate metadata (remediations get exported to metadata wrangler and shared with other libraries)
