Nick did some work to make the circulation manager Docker image buildable on Apple M1 hardware. The major sticking point was the Elasticsearch image.

Keith reports a similar issue building the much simpler library registry Docker image. It's not Elasticsearch related, since the library registry doesn't include Elasticsearch, but hopefully it's amenable to a similar solution.
