Logging in via clever with an ineligible teacher gives wrong problem detail

      Teachers need a more informative error message if they try to use Open ebooks but are not title 1 school. 

      For a teacher from a non-Title I school, it's returning INVALID_CREDENTIALS, but it should be CLEVER_NOT_ELIGIBLE.
