Some libraries put out scannable barcodes on plastic library cards. To support the scanning of these cards from SimplyE, we need some way for a library to signal to SimplyE what format the cards are in.

We may also need a feature flag that tells SimplyE to scan barcodes but not to display a patron's identifier as a barcode.
