Localize the text in OPDS feeds, not just error messages

      We should localize the English text in OPDS feeds. Notably, this means localizing the feed titles, such as the names of genres and "Other books by

      {author}

      ".

      This requires adding a 

      language

      field to CachedFeed, distinct from 

      languages

      (

      languages

      being the languages of the books, and 

      language

      being the language of the person browsing the feed).
