A library must provide three email addresses to register with the library registry (see https://github.com/NYPL-Simplified/circulation/issues/914). Before the library's state can be "active", all three email addresses must be validated.

This means tracking which email addresses have been validated and which have not. It means setting up a token and sending out a validation email with that token whenever an unvalidated email address comes into the system.

We need to write copy for the validation email.

We need to add a controller for email validation, and include a link to that controller in the email.

It should be possible for a library to look at the validation status of its own email addreses by looking at its own entry in the library registry.
