The RBdigital circulation API has a core and a circulation component. The core component isn't useful on its own, so it should be merged with the circulation component. This will reduce the size of core and make the code more understandable.

This may also be a good opportunity to rename the classes from OneClick* to RBDigital* and the files from oneclick* to rbdigital. This includes files in bin/, and the classes referenced in those files, which are not covered by the unit tests.
