      Based upon the discussion about the TAD authored for https://jira.nypl.org/browse/SIMPLY-3811, implement the agreed-upon process for improving the speed of the library registry.

      User stories

      • As a product manager, I want to be able to see the list of libraries without waiting 15 seconds, so that I can complete my tasks more quickly.
      • As a product manager, I want to see immediately that I've changed the interface from "production-only" to "all" libraries, so that I don't get confused and switch it back before it is finished loading.

      Acceptance criteria:

      • The load time for the library registry main page should be at least halved.
      • The response time for the "Show all" toggle should be less than a second.

      This ticket requires QA. Test steps pending.
