CM images should be usable on amd64 and arm64 chipsets

      Currently we build amd64 images for the Circ Manager, but as more people move to Apple's M1 chips we will have an increasing number of developers (and possibly operators of CM servers) who are working in the arm64 architecture.

      The build process for the Circ Manager Docker images should be updated to produce multi-architecture builds, via the BuildKit tools available through `docker buildx`.
