Refactor containerization in Circulation Manager

      In the interest of making the Circulation Manager's webapp and script runner containers more efficient, transparent, and predictable, the Docker and Docker Compose setups should be refactored to:

      • use a common base image shared with the Library Registry
      • enable local development using containers
      • allow more direct management of subprocesses at run time
      • minimize the size of built images
