Add support for building remotely deployable images

      Given that SIMPLY-3879 reworks the Docker build process for the circulation manager, it needs to support building images that can be deployed to AWS, as well as images for local development.

      This should include Makefile commands for building and testing those images, which can be referenced from Bamboo build scripts.
