Right now when you bring up local versions of the Circulation Manager and Library Registry, they start with databases that are almost entirely empty. SIMPLY-3954 added logic to the initialization sequence for the Circulation Manager to set up an Elasticsearch integration if one does not exist and an env var value is present, but it would be good to have a standardized set of db fixtures for things like an initial Library, books, etc.
